Days of Oversize Airline Carry-Ons are Limited 06-30-2008

PHOENIX (AP) -- Now that some airlines are making money on checked baggage, they plan to crack down on people who try to stuff oversized bags in the overhead bins. The fees for checking bags were introduced to help cover soaring jet fuel prices. If a passenger is stopped from boarding with an oversize carry-on, Fort Worth-based American Airlines will charge that passenger the $15 fee to check it at the gate. Chicago-based United hasn't decided how to handle that, but Phoenix-based US Airways says its passengers can check those bags for free at the gate.

Southwest Airlines Cuts 31 flights, But Adds 40 06-26-2008

DALLAS (AP) -- Southwest Airlines today outlined plans to shed 31 flights but add 40 others -- including a big push into Denver. Dallas-based Southwest is also beefing up service in Fort Lauderdale, Florida. The addition of nine flights overall comes as many of Southwest's competitors scale back flight offerings due to record fuel prices. A number of markets will gain new nonstop Southwest service. For example, the carrier will now offer three daily roundtrip flights between Denver and Orange County, California, and two daily between Denver and Tulsa, Oklahoma. Denver is the home of Frontier Airlines and a major hub for United Airlines -- both of which have announced capacity cutbacks in recent weeks. Frontier filed for bankruptcy protection in April. Commission Approves Step Toward Developing South Part of I-69 06-26-2008

AUSTIN (AP) -- The Texas Transportation Commission today approved one step of a plan for development of a southern part of Interstate 69. It's a segment in the proposed Trans-Texas Corridor toll road superhighway. Commissioners agreed to go with a master plan proposal by Zachry American Infrastructure and a Spanish firm -- ACS Infrastructure. Zachry is a unit of San Antonio-based Zachry Construction. The measure would develop the southern section of U.S. 77 to interstate standards -- without tolling that part of the road. But the company wants to build and operate 1.5 billion dollars worth of toll roads in South Texas to generate the money needed to develop that existing highway. A separate environmental study is ongoing for I-69. Texans Uniting for Reform and Freedom, which has been critical of the transportation agency, call the commission's decision a "slap in the face to the people of Texas."

Astros Release Chacon After Altercation with GM 06-26-2008

HOUSTON (AP) -- The Houston Astros today put Shawn Chacon (chuh-KOHN') on waivers -- one day after his physical altercation with general manager Ed Wade. If another team doesn't claim Chacon by Monday, the Astros say they'll release the pitcher and terminate his contract for cause. If Chacon is released Monday, nearly $984,000 of his two million dollar salary would be in dispute. Chacon agent Dan Horwits says he'll wait to see if his client clear waivers before he addresses whether a grievance is filed. Wade says the problems began when he asked manager Cecil Cooper to call Chacon into a meeting to discuss media reports that he wanted a trade after being bumped from the rotation. Astros owner Drayton McLane says baseball commissioner Bud Selig supports the position the team has taken.

Here's what Wade says happened:
-- Wade, after Chacon refused Cooper's repeated requests to come to his office for the meeting, went into the team dining room to speak with the player. Things became heated. Wade says he did not raise his voice or curse Chacon -- or make any defamatory remarks. Wade says Chacon responded with "profane and threatening remarks and got up from his seat." Wade says the player shoved him to the ground.

Supreme Court Knocks Down Child Rape Law 06-25-2008

SUPREME COURT (AP) -- The Supreme Court has stuck down a law allowing the execution of people convicted of a raping a child.
In a 5-4 vote, the court said the Louisiana law allowing the death penalty to be imposed in such cases violates the Constitution's ban on cruel and unusual punishment.
The case involved convicted for the rape of his 8-year-old stepdaughter.
Justice Anthony Kennedy and his four liberal colleagues wrote that the death penalty is not a "proportional punishment" for the rape of a child. The four more conservative justices dissented.
There has not been an execution in the United States for a crime that did not also involve the death of the victim in 44 years.
The Supreme Court banned executions for rape in 1977 in a case in which the victim was an adult woman.
Forty-five states ban the death penalty for any kind of rape, and the other five states allow it for child rapists. But only two people -- both in Louisiana -- have been condemned to death for a rape that was not accompanied by a killing.
Exxon Judgement Reduced 06-25-2008

WASHINGTON (AP) -- The Supreme Court on Wednesday cut the $2.5 billion punitive damages award in the 1989 Exxon Valdez disaster to $500 million.
The court ruled that victims of the worst oil spill in U.S. history may collect punitive damages from Exxon Mobil Corp., but not as much as a federal appeals court determined.
Justice David Souter wrote for the court that punitive damages may not exceed what the company already paid to compensate victims for economic losses, about $500 million compensation.
Irving, Texas-based Exxon asked the high court to reject the punitive damages judgment, saying it already has spent $3.4 billion in response to the accident that fouled 1,200 miles of Alaska coastline.
A jury decided Exxon should pay $5 billion in punitive damages. A federal appeals court cut that verdict in half.

WASHINGTON (AP) -- Governor Rick Perry today stepped up his efforts to pressure the federal government to cut ethanol production requirements in half. Perry has called for reversal of the Renewable Fuel Standard that Congress approved last year. There are fears that the corn crop, which had risen because of higher demand from developing countries and U.S. ethanol producers, could be smaller because of recent floods. The Environmental Protection Agency will review thousands of written comments sent in response to Perry's request for the reduction in mandated ethanol production. The law gives the EPA administrator authority to waive the production requirements after consulting with the Energy and Agriculture secretaries.

Perry Disappointed in DPS Lapse Before Fire 06-23-2008

Part of the investigation that's been made public found that a single trooper guarding the Governor's Mansion was inadequately trained and ill-equipped to guard the grounds. Only 13 of the 20 security cameras on the grounds were operating. Perry said he did not believe the problems were a result of insufficient funds. He said it was not the "finest day" for DPS. Perry also said, quote: "Obviously, we're disappointed that there was not the response from some of those who realized that there were some lapses there, and that the leadership had not accepted those."

George Carlin Dies at 71 06-23-2008

LOS ANGELES (AP) -- His bemused and irreverent take on life earned George Carlin a place as dean of counterculture comedians. The 71-year-old comedy icon has died. His publicist says Carlin died of heart failure last evening at a Santa Monica, California, health center, where he had gone yesterday afternoon complaining of chest pain. Friend and former comedy partner Jack Burns says simply, Carlin was a genius. His long list of credits includes comedy albums, HBO specials, movies, books and some 130 appearances on "The Tonight Show." A typical Carlin observation: "Why do they lock gas station bathrooms? Are they afraid someone will clean them?" He also took what he told the AP was a kind of perverse pride in a Supreme Court ruling banning a list of nasty words from broadcasting. But even with his groundbreaking adult-themed humor, Carlin kept a childlike sense of mischief, doing voiceovers for such kid-friendly projects as "Thomas the Tank Engine and Friends." Just last week, the chairman of Washington's Kennedy Center announced Carlin had been chosen for this year's Mark Twain humor prize, saying he makes people laugh but also makes them think.
